How will the QSE know when their Balancing Energy Capable Non-Spin Reserve Service (BESCNSRS) resource is deployed when the MCPE is greater than FIP*15 + $120?
The floor price of FIP*15 + $120 is applied when Off-line, 30-minute NSRS (30MNSRS) is deployed. The Real Time MCPE will be the greater of the MCPE or the 30MNSRS floor and posted the next business day. For BESCNSRS qualified resources supplying NSRS from qualified Quick Start resources in accordance with Section 6.10, physical or separate virtual resources as specified in Section 6.5.5, the QSE must submit Balancing Energy Service (BES) bids starting at a minimum of FIP*18. The ERCOT balancing energy market clearing engine will treat BESCNSRS bids the same as others in building the bid stake for each 15-min BES clearing. The QSE supplying BESCNSRS may deploy the associated resource upon receiving BES Up deployment within the price range of FIP*18 or greater.
