If a business is based outside of the City but has workers who do some of their work within the City limits, those workers will only be covered by the ordinance if they work more than 18 hours per week in a majority of weeks in the previous quarter in Madison. So if a delivery driver just passes through Madison a couple of times each week on her way from a Sun Prairie business to Verona, it is highly unlikely that she’s going to qualify to accrue sick leave under the ordinance.
