How will the NIMS STEP team evaluate products that implement CAP for transaction of messages?

To successfully demonstrate transaction, the system under evaluation must send/receive CAP messages (as applicable to the product) to a minimum of one disparate system. A disparate system is defined as a third party application or product (government or commercial). Another product developed by the same manufacturer is not considered a disparate system. NIMS STEP uses a government-off-the-shelf product called Disaster Management Interoperability Services (DMIS) as the primary system from which to send and receive messages with the vendor’s system. For additional information, refer to the DMIS website. A vendor may offer another product for purposes of demonstrating transaction. However, the NIMS STEP team will make the final determination regarding the appropriate test tool for each evaluation.
