DCL FP-06-05 instructs that, “The appropriate revised Plain Language Disclosure (PLD) must be provided to all borrowers who are receiving a subsequent Federal Stafford or Federal PLUS loan under a previously signed MPN or who have completed an initial MPN before the addenda were made available.
