The initial mechanism for bringing unique, unambiguous and universal (U3) identifiers into financial institutions and FMUs may be through data providers who will be expected to synchronize (map) with the GS1 Registry of Identifiers and be certified under GS1’s Certification Protocol. These data providers already bring proprietary identifiers into the industry’s legacy systems. The mechanism to report to government regulators initially (and quickly) is through this mapping of their proprietary codes to that which is in the GS1 Registry. Outbound data from legacy systems, such as valued position data, will use these mappings, converting their internal (proprietary) numbers to the GS1 Registry’s U3 identifiers so regulators can aggregate data. In this phase there is no disturbance of legacy systems.
