The grants will be evaluated and scored based on the Technical Review Criteria listed in the RFA. Submission of an application does not guarantee funding. Grantees will be selected on a competitive basis, based on an objective review of their proposals according to the technical evaluation criteria outlined in this request for applications (RFA). FNS reserves the right to use this solicitation and competition to award additional grants in future fiscal years should additional funds be made available through future appropriations. PAGE 15, 16 & 17 of the RFA goes into further and specific details: TECHNICAL REVIEW The technical panel will evaluate each forwarded proposal according to how well it addresses each of the technical evaluation criteria below. Only proposals in alignment with one or more of the 14 Hunger-Free Communities Goals and meeting the requirement to work in partnership with or develop a Food Policy Council or its functional equivalent will be considered.
