How will the Global Rules Panel decide what works and what doesn ?
The AMST Rules will take a submitted request and first determine if it is identical or close enough to approximate the requested theme to an already approved item. If it is, then the member and ST chain will be notified and the project closed. The item will then be submitted to the Global Rules Panel with the character/player information stripped out. The item will be discussed, mechanics created, discussed further, updated with any issues and concerns, and when the mechanics are ready, tested for impact, playability, interaction with other approved mechanics. During this phase if it is determined that the mechanics do not positively impact the setting as a whole, the item will be denied and a notification sent to the player and the ST chain. The mechanics will be reviewed again and re-tested as many time as is necessary until they are ready for final review with the Global Rules Panel (the relevant AMST is kept in the loop during the testing process).
