Air reserve component end strength is maintained in the FTF process, even though missions may change and manpower requirement and authorizations may need to be adjusted accordingly. Not every state, wing, or unit can be guaranteed that their authorizations will not change. Some missions will require more manpower, some less, and some will require a change in the full time, traditional mix. The Air Force in conjunction with the Air National Guard and Air Force Reserve will use the FTF concept to help ensure that the right mission is placed in the right state.
