How will the council manage payments for people who have no-one to support them?
There are lots of different ways that people can take control of their lives. People do not have to deal with the cash directly themselves to be in control of what their money is used to buy. They may have someone they can ask to do this, or they may be able to pay an organisation to help with some aspects, we are looking at all the possible options. The important thing is that the person has as much control as they want. Payments will be made into specific bank accounts that individuals will be required to set up.
