How will the Carrolls be held accountable during this process?
There is a bevy of existing laws, regulations, and regulatory thresholds in place. If, at any point in the process, those regulatory thresholds are not met, various governmental bodies have the ability to intervene. In addition, in accordance with their objective of an open, transparent development process, the Carrolls have proposed an innovative approach to further accountability (which is not required of them) called a Development Rights and Responsibilities Agreement (DRRA).
