The order the pipelines will be constructed will probably be one of the most difficult decisions of the elected Board. Some factors in the decision will involve where water is obtained and the location of the treatment plant, who has the most immediate need, and construction costs. The five Board members will represent geographic subareas of the district in order to provide a cross section of representation.
