There will be a multi-level staffing review to determine that the PROS program substantially adheres to the requirements for clinical staff. At all levels, there needs to be a sufficient number and mix of clinical staff to effectively and safely deliver PROS services and to reasonably achieve PROS outcomes. At the program level (i.e., all components and all sites), the overall staffing plan will indicate adherence to professional staff requirements, including a full-time staff position that qualifies as a licensed practitioner of the healing arts. For each PROS component (i.e., CRS, IR, VS, clinical treatment), the staffing plan will indicate adherence to the ratio for the component, taking into account staff positions that may provide services in more than one component (i.e., FTEs by component).
