Shift differentials, by design, are for non-exempt employees. Each department, based on business need and operating budget, has the flexibility to use them. No. This decision will be based on business need and budget. As an example, if I am in XYZ department, and we do not have much flexibility in our budget this year, I may use my exempt employees for the on-call issues that may arise.
