How will providers get access to the Early Learning Network?
Each provider will receive a username and password for PELICAN and a separate username and password for WSO/OSO. OCDEL will begin disseminating usernames and passwords to Accountability Block Grant Pre-Kindergarten Programs, Head Start State Supplemental Assistance Programs, and Keystone STAR 3 and 4 childcare centers in mid August and will provide more information about the process at that time.
