Answer All proposals need to be submitted via the Council who must discuss them with a local panel. The panel will be made up of representatives of groups or organisations that will be affected by or have an interest in the proposals. The Cabinet of the Council will then formally decide which proposals will be forwarded on to the national ‘Selector’. The Local Government Association has been appointed as the ‘Selector’. Their role is to consider proposals and to draw up a shortlist for the Secretary of State for Communities and Local Government. The Secretary of State will then agree with the Selector which proposals should be put in place.
