How will multi-site PROS be licensed?

Each PROS program will be issued an operating certificate. For multi-site PROS, each site where the PROS program operates regularly and routinely will be issued an operating certificate for the site. All site licenses will be linked to the PROS operating certificate for the primary site (similar to the way in which satellite locations are licensed under Part 587). Each license will have an authorized average attendance (capacity) initially based on the PAR application and county plan.
