Most multi-unit residential buildings (apartments) have a water meter now, but those still on flat-rate will require a water meter on each service line connected to the City watermain. Installation is inside the building at a location near the service line entrance which provides proper access and protection from freezing. No plumbing connections are permitted before the meter to ensure that all water used in the building is registered by the meter. Regardless of the number of living units in the building, only one water meter for each service line will be issued. Therefore any multi-unit buildings currently billed under a flat-rate, will not have individual meters for each unit in the building. The owner(s) of the building will pay the water bill and then determine how to best recover the cost of water from their tenants.
