Performance data is used in budget decision-making along with other factors, e.g. country need and country commitment, as well as Congressional directives and earmarks. With additional contextual information, the Agency indicators provide a reasonable picture of a country’s development status, how that country compares to other countries in critical development areas, and how that country is progressing over time. This is an important reference point for analyzing USAID’s contribution. It also provides a clearer basis for Agency-wide Strategic Planning and reporting under the Government Performance and Results Act of 1993 (the GPRA). These kinds of data (along with other information on program performance, policy priorities, technical capabilities, and foreign policy significance) are already being used by USAID managers at all levels in setting priorities and allocating budgets.
