IDEA and NCLB reinforce and strengthen the goal of accountability for all children. Both laws require states to include students with disabilities in state assessments and to report publicly the achievement of students with disabilities. In addition, state performance goals under the IDEA must be aligned with the states definition of AYP. Such consistency across these two laws will facilitate greater collaboration between special education and general education teachers and realize the goal of considering children with disabilities as general education students first.
