The EPACT requires every gallon of cellulosic or waste derived ethanol to count as 2.5 gallons toward the RFS requirement, but no other guidance is given as to whether other renewable fuels should be weighted differently. The EPA proposes equivalence values based on the energy content of different renewable fuels and their renewable content vis-à-vis ethanol.
