Proposals for Component II will be reviewed for compliance with the following evaluation criteria and other requirements as described in the FOA: Activity Plan (30 Points), Performance Plan (30 points), Justification for and Description of the Infrastructure Investment(s) (20 points), and Staffing and Management Plan (20 Points).
