The program will begin in January by offering Columbia customers rebates for purchasing programmable thermostats and low-flow shower heads. Later in 2009, it will offer rebates and other assistance to encourage customers to install energy conservation measures like attic and wall insulation, air sealing and high-efficiency furnaces.
