How will changes affect my enrollment in low-income programs?

A. The Percentage of Income Payment Plan (PIPP) will continue to be in effect once customer choice begins. Individual customers on the PIPP plan are not eligible for customer choice. However, a marketer can aggregate this group to achieve a lower price on generation. The Ohio Department of Development (ODOD) administers PIPP. ODOD also administers statewide low-income assistance programs. Duke Energy will continue to provide and administer local low-income assistance programs, working with a variety of community-action agencies. Both PIPP and non-PIPP customers are eligible for low-income programs if specific income requirements are met.
