How Will Cases be Selected for RJ Conferences?
In each agency and for each offence type, all eligible offenders will be asked if they wish to participate in the RJ field tests. They will be informed that their agreement does not guarantee that a conference will occur, but that they will have a 50 percent chance of being invited to some form of an RJ conference. If offenders are willing to participate in the project, then victims will be asked if they would be willing to participate. If both offender and victim are willing to meet, then the case will be referred to a computerized selection process guaranteeing exactly equal probability that each case will be offered an RJ conference. If the victim prefers not to meet with the offender, then the procedures described in question 9, above, will be used.
