VITA will operate using the internal service fund model. Agencies will typically be billed for services VITA provides as they are consumed. VITA will initially incur all IT expenses for providing these services and bill back to the agencies. In some instances, when an agency needs a specific individual, VITA may bill the agency for that individual on an hourly basis rather than for the service performed. VITA adheres to the Federal regulations documented in OMB Circular A-87 for State and Local Government service organizations that bill for services. Our Cost Allocation Plan is approved by HHS. There should be no issues with using federal funds to pay for VITA services.
