How will abuse of the scheme be prevented?
Vouchers are individually traceable and contain a variety of security features to minimise the opportunities for forgery. When registering, retailers must agree to abide by a strict set of terms and conditions setting out what they may and may not do when accepting Healthy Start vouchers. Any reports of misconduct will be pursued and a range of sanctions is available, including warnings, removal from the scheme, suspension of payments and prosecution. Concerns can be reported to the Healthy Start Issuing Unit helpline on 0845 607 6823 in the first instance, but serious suspicions can be reported directly to enforcement agencies.
