The Ministry measures years of continuous practice as of October 1 of the previous year (i.e. for determining eligibility for payment in 2008, years of continuous practice were calculated as of October 1, 2007). Likewise, the Ministry must take income information from the previous full fiscal year (in this case 2006-07 fiscal year information for the 2008 payment) as a measure of income as there is not complete claims data until October of the year following the fiscal year end.
