Progressed? California hasn’t progressed much at all since Schwarzennegger became governor. However, I can’t say much of the problem has been his fault. From my perspective as a part-time state worker, he’s probably done a little better than some have (and I’m not a Republican or an apologist for them). State workers around me are pretty annoyed, though. When Arnold entered office after the recall of Grey Davis, the stage had already been set for financial disaster. During Davis’ administration, the state had already faced a budget deficit of $35 billion (2002). California state government is famous for failing to pass a budget on time, and Schwarzenegger promised to fix the gridlock problem. He has failed, but he certainly isn’t the first. So progress, no, but not regression, either. Failure of a promise, though.
