The BIA is not a Native American Organization. It’s a Federal Bureau. Until recently it seemed to be dedicated keeping Indians out-of-sight-out-of-mind. The National Congress of American Indians seems to be tribe-oriented (i.e. Enrollment-based), those lacking paperwork aren’t their problem. The National Indian Gaming Association seems to be by-them-for-them. Most tribes aren’t associated with casinos, etc., and thus not associated with it.
