How was the Transformation Roadmap developed?
The Transformation Roadmap was created between September 2004 and January 2005 with the help of over 200 state employees who are engaged in the delivery of services to citizens. These employees worked with a team of national experts from Deloitte Consulting to survey current business processes and technology assets in the Executive Branch and to outline the greatest opportunities for reform. During the fall of 2004, the Transformation Roadmap teams conducted extensive data gathering, interviewing, surveying, technical and cost analysis and benchmarking of other states, and reviewed hundreds of ideas to improve the services of Minnesota state government. Over 400 ideas were synthesized down to 100 opportunities, which were further condensed into 24 potential improvement projects for which business cases were developed.
