How was the sunset period of ten years chosen?
The ten-year sunset period was chosen to secure a plan that will allow for the capacity to bond for capital improvements. In addition it will provide assurance for 10 years that single family homeowners will not be assessed. A 10-year sunset period also provides longer term sustainable funding that will help pay for the implementation of the initiatives laid out in the plan.
