The Department of Energy’s Greater Green River Basin study, completed in response to the 1999 National Petroleum Council study of natural gas in the Rocky Mountain Region, examined in detail the restrictions to Federal natural gas exploration and development within the Greater Green River Basin of Wyoming and Colorado. The EPCA Phase I analysis included four additional areas, focused on both oil and natural gas, including those resources under split estate lands, and incorporated further analysis of agency experts on the impacts of various land use restrictions.
