The concept of the HSL-1 portable unit was requested by a division of Homeland Security FEMA. Testing was completed by the U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM). Many vendors throughout the country were given the opportunity to participate in this project. Ultimately, The B. David Company was awarded the final selection by Homeland Security / FEMA.
