With a devalued currency, a dollar bought more, and had more value when spent. It was a productive, useful example of capital investment; it was an infrastructure improvement of great, continuing value. The Tennessee Valley Authority was at work during this same time, building dams across the South to bring electricity to the rural areas. That too has proved its value.
