How was the cellular phone invented?
What makes this simple tranciever a cell phone is the infrastructure supporting it – i.e. the cellular telephone network. When you dial a phone number, your little radio will authenticate and connect to the most available cell tower, and forward the dialed digits to be connected on your behalf. Anything that happens between your cell phone and the cell tower is on a radio network. Anything that happens between your cell tower and the person you are talking to is handled by the telephone network. (Telephone network being the switched cellular service, the Public Telephone System and any carrier services between you and what you are talking to.
