Nomination forms were mailed to all schools. All coaches had the opportunity to nominate their players who would deserve recognition. For those coaches who did not receive a form, there were notices in my weekly column inviting them to contact me to submit nominations. In contrast to the Oklahoma Coaches Association’s honors, all players from grades nine through 12 are eligible for Tulsa World recognition, not just seniors. A sophomore, Stratford’s Dalen Qualls, was named to the All-State second team. I made the final All-State decisions after consulting with other World writers and correspondents. Decisions are made based on performance, not on how highly they are rated by college scouting services and recruiters. Performance from this season was the primary criteria although career achievement was considered as a tiebreaker. Players did not have to be nominated by their coaches to be honored.
