How was the 5 percent weight established for the K–1 Reading and Writing domains for the Overall scale score calculation?
The CDE reviewed K–1 performance data for all four domains and analyzed various weightings of each domain. The data analysis validated a concern that K–1 students may be over-identified as English learners with equal weighting of all four domain scale scores. This information was then provided to the CELDT Technical Advisory Group which, after careful analysis, provided a recommendation of 5 percent weights each for Reading and Writing and 45 percent each for Listening and Speaking. The recommendation was then presented to and accepted by the State Board of Education.
