How was slavery abolished during the civil war?
The 1st part of the Emancipation Proclmation was issued 22 Sept 1862, by executive order, freeing all slaves in areas of occupied territory in the states that were in open rebelion. Reason for this was that Lincoln felt since the states were in open rebelion against the USA he had the authority to govern in those states by executive order without consulting congress or the respective state governments. 1 Jan 1863 the 2nd part was issued which named the states that this action was to effect. Since the northern states were not in rebelion he did not have the authority. Laws were still required to be passed through the state gvernment and congress. Unfinished Revolution. Good question. I can only speculate that with the war over the desire to forgove and rebuild was greater than the desire to fullfill the promise to why the war was fought.
