How was Penn States Competencies Program developed?
The Competencies Program was developed based on a review of the following: • Overall goals of the new program • SPEC’s strengths and weaknesses • Peer institutions’ compensation practices • Best practices for compensation systems • Relevant market data • Input from focus groups The goal was to develop a new classification system that would provide the support needed for management to make quality decisions in recruiting, retaining, developing, evaluating, and compensating employees. The system would also support the retention of current employees and recruitment of prospective employees by clarifying expectations associated with each job. It also considers both internal and external equity. The Office of Human Resources led the development of the Competencies Program with the hard work and support of a variety of different employee groups.
