Jabba the Hutt wanted Solo because during a smuggling job for Jabba he had dumped spice (which is illegal to have) when he saw an Imperial Cruiser. Darth Vader wanted Solo as bait for Luke Skywalker. Boba Fett was able to collect Vader’s bounty when he told them they where at Bespin. Then, after Solo was frozen in carbonite, he took Solo to Jabba and got the second bounty.
