My advice is to forget about using step input for this. That is, unless you want to make your life miserable… In the score editor, use the pencil tool to enter a short note at the starting point of the tuplet (32nd or 16th). Then use the N-Tuplet ‘tool’ to set up the specs for that tuplet. Once you’ve done that, use the pencil tool to enter the remaining notes.
