Starting any company can be very costly, but a cable company has significant start up costs and additional cost to maintain (installers, technicians, salespeople, marketing, etc.).  Initial costs, which should be included in your business plan, would be the underground or above ground cable to service the area, including amplifiers and various other technical equipment you need to distribute the cable signal to homes.  You would also need a cable headend — This holds the equipment (you need specific equipment for each channel to bring in from the satellite on premise, usually located near the headend).
