Worry about notifying the authorities once he is up and running and making a success of it! Assuming he is experienced contact all the local builders and tell them he is available at “good” rates. Advert in local paper offering “nothing to small” plastering service. Look around for work. For example out of my front window I can see a neighbour’s tired looking brick wall has been vandalised by the kids pulling bricks off, it also needs re-pointing etc. Assuming he can lay bricks as well offer to repair the wall and render it for them – then re-pointing will not be needed – and it will make the place look so much better!
