How to separate paper from laminated plastic?

if it is the self stick laminate sheets that do not require a machine then you will not be able to separate as the glue side sticks to the paper BUT if it is a laminating pouch that goes through the machine then if you trim it to just inside the paper edges it should come off as the laminating pouch only sticks to itself not the paper.
