how to send 2 different email addresses for one person?

I want to send an email to many people, but I want that email to appear to go to only one person at a time. I don’t want to BCC everyone, I want one email to show up in the TO line for that person it’s delivered to, but I only want to send it out once. I want something similar to a mail merge only through email (the body of the email will not change though). I don’t know what this is called in Outlook 2003 to look this up. Thanks!
