How to remove runs from car paint clear coat / lacquer? Run razor or wet sand?

you have to wet sand it. the runs will come out this happened to my friends car and he just wet sanded it with 1500 grit wet sand paper and then buffed it with buffing compound with a wheel. It may take you a while but it will come out.
