The bolt may go into a lead anchor. Try a 12 point socket to prevent stripping the head. You may end up grinding the head off anyways if the lead strips out while turning the bolt.

I would suggest cutting the head off the bolts with a sawsall. This would allow removal of the railing and better access to the bolt that remains. This could be removed from the anchor that it screws into with a pipe wrench or large pair of channel lock pliers.
