Mind is nothing but bundles of thoughts. In Meditation, we slowly move from body consciousness to mind consciousness and to Self. To transcend thought zone, we have to stop all activities of the body movements and of the mind. Then Self-activity begins. Observation is the self-activity. So, we have to observe our normal flow of in-breath and out-breath. Observe the breath. If thought comes, just ignore. Do not negate. Do not analyze. Just be with the Breath. Then, slowly one goes beyond thought zone.
