I had a 94 Saturn with a similar problem. In my case, it was because one of the plastic pins, near the driver’s left shoulder IIRC, had broken free of its casing. I stuffed some epoxy into it and reset the pin and that held it for awhile, but eventually I had to resort to duct tape. I hope you have better luck.
