After vacation of the residence, the allottee should apply for the NDC in the prescribed Proforma duly forwarded by the department concerned. He should ascertain the period for which the information regarding payment of licence fee are missing and get the certificate duly signed by the concerned DDO in case the recovery has already been made or deposit the outstanding dues so that the NDC could be issued.
